At Washington Wednesday General Mark Wayne Clark, (United States Army, Retired) put on his glasses at the witness table, then testified at a Senate Armed Services Committee hearing. General Clark said that government failure to crack down hard on youths who evade the draft or burn their draft cards was having a serious effect on the morale of American troops in South Vietnam.
