This is Serial # 13, a solid brass or bronze buckle with a darkened background, made in the U.S.A., by Western Heritage Company in 2006. It is in pretty nice condition, as shown in the photos it doesn't have much for wear and tear from age or use. This buckle measures approximately 2-7/8" x 2-1/2", it fits a 1-1/2" wide belt and it weighs about 3.3 oz.
